Code 26-52-201. The permit is issued by the Department of Finance and Administration's Sales and Use Tax Section. The state sales and use tax rate is 6.500%, with city and county rates added on top — in Little Rock, for example, the combined rate is 8.625% (6.5% state, 1% Pulaski County, 1.125% city).

   HVAC contractors in Arkansas are licensed by the HVAC/R Licensing Board inside the Department of Labor and Licensing. Licenses are issued by class: Class A (unlimited), Class B (limited by system size), Class C (service and repair only), Class D (sheet metal and ductwork), and Class E (refrigeration). Applicants must be pre-approved by the Board before sitting for the exam, which is proctored by Prov, and must carry at least $250,000 in liability coverage. EPA Section 608 certification is separately required to handle refrigerants.
