   HVAC contracting in Alaska requires a Mechanical Administrator license from the Division of Corporations, Business and Professional Licensing (CBPL), in the applicable category — Residential HVAC (RHVC), Unlimited HVAC/Sheet Metal (UHVCS), Heating, Cooling and Process Piping, Temperature Control, or Unlimited Refrigeration — obtained by exam. CBPL states plainly that it staffs the mechanical administrator program and that the Department of Labor’s Mechanical Inspection Section regulates plumbers, not HVAC contractors. The contracting business must also hold Alaska construction contractor registration with a bond and insurance. EPA Section 608 certification is separately required for refrigerant handling, and local jurisdictions require mechanical permits for individual jobs.

2. City of Fairbanks — City Business License

   Every business operating inside Fairbanks city limits needs a City Business License from the City Clerk’s Office (800 Cushman Street, 907-459-6702), in addition to the Alaska state business license. Each separate line of business needs its own license. Licenses expire the last day of January and renew by the last business day of February; the City will not issue a building permit to a business without a valid license.
