   An Alaska electrical contractor must have a licensed Electrical Administrator, issued by the Division of Corporations, Business and Professional Licensing after the applicant scores at least 70 percent on the electrical administrator examination administered by PSI Services. The license is supervisory only; individual electricians hold Certificates of Fitness from the Alaska Department of Labor and Workforce Development. Qualifying experience counts a year as 1,500 hours worked in a 12-month period (12 AAC 32.930). Licenses run two years and expire December 31 of odd-numbered years. Wiring work also requires permits from the local authority having jurisdiction — inside City of Fairbanks limits that is the City Building Department; the Fairbanks North Star Borough issues no electrical permits.

   Every business operating inside Fairbanks city limits needs a City Business License from the City Clerk’s Office (800 Cushman Street, 907-459-6702), in addition to the Alaska state business license. Each separate line of business needs its own license. Licenses expire the last day of January and renew by the last business day of February; the City will not issue a building permit to a business without a valid license.

   An electrical permit is required from the City of Fairbanks Building Department (907-459-6720) for each electrical project inside city limits, with a final inspection on completion. The Fairbanks North Star Borough has not adopted a building code and issues no building, electrical, plumbing, or mechanical permits — those apply only inside the City of Fairbanks (or North Pole). Outside the cities, commercial buildings go to the Alaska State Fire Marshal, and the borough issues only a free zoning permit.
