Vermont Commercial Pesticide Applicator Certification
If you apply pesticides or herbicides as part of landscaping services in Vermont, you must be certified as a commercial applicator by the Vermont Agency of Agriculture, Food and Markets. You must pass the Core exam plus at least one category exam, then pay licence and certification fees. Licences expire December 31 each year and must be renewed annually; the certification itself lasts five years provided the licence is kept current, with continuing education credits required within that period. A landscaping business that employs applicators also pays a separate annual commercial pesticide company fee.

2 stopsRutland Business License (not required for most businesses)
The City of Rutland does not issue a general business licence. The City Clerk's business licence covers only specific categories — restaurants, bars, delis, hotels, circuses/shows/carnivals, and peddlers — plus liquor, tobacco, outside-consumption, and entertainment permits, with liquor and tobacco applications going through the Vermont Department of Liquor and Lottery. Businesses outside those categories, including salons, contractors, child care, fitness, professional services, pet services, and photography, are not required to hold a Rutland business licence. The licence year for those that do need one runs May 1 to April 30, and renewals are checked against delinquent water, sewer, and rooms-and-meals taxes.

Vermont Residential Contractor Registration (landscaping generally exempt)
There is no Rutland County contractor registration — Vermont counties operate no regulatory departments — and the City of Rutland does not register landscaping or irrigation contractors. Rutland's business licensing is limited to restaurants, bars, delis, hotels, circuses, shows, carnivals and peddlers. At the state level, the Office of Professional Regulation registers residential contractors performing construction, renovation or repair work on residential housing valued at $10,000 or more; routine landscaping and lawn maintenance fall outside that. Zoning and building permits are still required for hardscape, retaining walls and other regulated construction.
