To become a Notary Public in South Dakota, apply for a commission through the Secretary of State's office (500 E. Capitol Ave., Suite 204, Pierre, SD 57501, 605-773-3537). The process: obtain your notary seal first (rubber, electronic, or embossing; circular, square, or rectangular; showing your name exactly as you will be commissioned plus 'Notary Public' and 'South Dakota', and the word 'seal' if a rubber stamp); complete the Notary Application with a legible imprint of the seal and your physical residential address (a P.O. box or business address alone is not accepted); complete and sign the Oath portion before the appropriate county entry; and mail the application with the filing fee. Effective July 1, 2025, the surety bond and Personal Surety Form are no longer required - only the application and oath are filed. South Dakota requires no notary examination or training course. You are authorized to notarize only after the Secretary of State issues your Notary Commission Certificate. The same application form is used for new and renewal commissions. Note that the Business Services entity-filing portal does not handle notary commissions.

No Sioux Falls General Business License Required
Sioux Falls has no general business license, and business licensing is not handled by the Finance Department. The Licensing Office operates under the City Attorney's Office and states that 'not all businesses and professions need City licensing'; Code of Ordinances Sec. 110.026 lists the complete set of licenses the city issues. Licensing is split across departments: City Attorney's Office (alcohol, medical cannabis, pawnbroker and secondhand dealers, transportation services, circus, fortune telling, motion picture theater, livery, charitable/educational/religious registration), City Clerk (raffle and bingo), Police Records (alarm businesses, peddler/mobile food), Planning and Building Services (contractor licensing), Landfill (hauler license), Water Reclamation (liquid waste generators), and the Sioux Falls Health Department (daycare, tattoo artist and establishment). Massage therapists are licensed by the state Board of Massage Therapy. If your business type is not on that list, no city license is required.
