Mobile car wash operations generate wash water containing detergents, surfactants, oils and road grime. Rhode Island's environmental regulator is the Department of Environmental Management (DEM); there is no 'Department of Environmental Quality'. Consistent with the federal Clean Water Act, discharging wash water to a storm drain, gutter, street or waterway is prohibited - wash water must be captured and either discharged to the sanitary sewer with the treatment authority's approval or hauled off site. Ordinary mobile vehicle washing is not one of the industrial sectors covered by DEM's RIPDES Multi-Sector General Permit, so most mobile operators hold no RIPDES permit and simply have to meet the discharge prohibition.
