EPA Stormwater Compliance — Clean Water Act Section 402
Mobile car wash operations that discharge wash water are subject to the federal Clean Water Act. The EPA's National Pollutant Discharge Elimination System (NPDES) prohibits discharge of polluted wash water to storm drains or waterways without a permit. Most mobile operators achieve compliance by using containment systems and disposing of water via sanitary sewer. Larger operations (e.g., fleet washing facilities) may require an NPDES permit.

3 stopsGeorgia Business Registration
Mobile car wash and auto detailing businesses organized as an LLC, corporation, or partnership must register with the Georgia Secretary of State Corporations Division. In Georgia there is no state-level DBA. A sole proprietor or partnership using a trade name registers it with the Clerk of Superior Court in the county where the business is located and publishes notice in the county legal organ. An LLC is recommended because mobile work on customers' property carries liability exposure.

Georgia Environmental / Stormwater Compliance
Mobile car wash operations generate wash water containing detergents, surfactants, oils, and road grime. Under the federal Clean Water Act as administered in Georgia by the Environmental Protection Division (EPD) of the Georgia Department of Natural Resources - Watershed Protection Branch - this wash water may not be discharged to storm drains, street gutters, or waterways. Operators must contain and recover the water with a mat and a wet/dry vacuum or pump and dispose of it to a sanitary sewer, which requires approval from the local sewer authority (in Atlanta, the Department of Watershed Management). A single mobile operator does not ordinarily hold a state permit; EPD's stormwater and pretreatment programs are enforced against the discharge itself.
Official government sourceNo state registration or permit fee for a mobile operator; costs are the containment and recovery equipment plus any local sanitary sewer discharge approval.Immediate - this is a self-compliance obligation, not an application process.

Georgia Sales Tax Registration
Car washing and auto detailing SERVICE labor is generally NOT subject to Georgia sales tax — Georgia taxes services only in six enumerated categories, which does not include vehicle washing/detailing. If you sell tangible car-care products separately, those sales are taxable; register with the Georgia Department of Revenue to collect and remit tax on product sales.

Atlanta Stormwater / Wastewater Discharge Compliance
Atlanta prohibits the discharge of mobile car wash wastewater into storm drains, gutters, or waterways. Wash water contains detergents, oils, and road grime that are harmful to local waterways. Operators must: (1) use a portable containment berm or mat to capture runoff, (2) vacuum up wash water with a wet/dry vac or pump, and (3) dispose of collected water at an approved sanitary sewer access point or licensed disposal facility. The city's Public Works or Stormwater division may conduct inspections. Violations may result in fines.

Fulton County Environmental Health — Chemical Use Registration (if applicable)
Mobile detailing businesses that use chemical cleaning agents should follow standard OSHA and EPA hazardous-materials handling practice - keep a Safety Data Sheet for each chemical and comply with storage and disposal requirements. Fulton County does not appear to offer a distinct "Chemical Use Registration" product for mobile detailers; the county Board of Health's Environmental Health Services program covers food service, pools, septic and similar programs.
