   Rhode Island allows food to be produced in a residential kitchen for direct sale to the consumer under R.I. Gen. Laws 21-27-6.2. Cottage food manufacturers must register with the RI Department of Health's Center for Food Protection, submitting proof of completed food handler training or food safety certification, a notarized affidavit that the kitchen meets requirements, a sketch of the property showing the kitchen and any private well and septic system, water test results for total coliform, E. coli and nitrates if on a private water supply, a list of products to be made, and labels for each item. Only certain foods qualify. Cottage foods may be sold directly to consumers by pickup or delivery within the state; selling at a farmers market or temporary event requires an additional Retail Food Peddler license, which covers all such events and renews annually.

   Providence does not require a general business license or a fee based on gross revenue. The city's Board of Licenses issues licenses only for specific regulated activities - liquor, entertainment, food establishment, body works, second-hand dealer and second-hand auto, motor vehicle repair, vendor, private detective, pawnbroker, valet, trash hauling and similar.
