   Pennsylvania's Limited Food Establishment (home bakery) registration with the PA Department of Agriculture does not require a food safety manager course or certification. Operators should still follow safe food handling, labeling, and sanitation practices, but no state-mandated course/exam is currently required.

3. PA Business Entity Registration

   Required by the Pennsylvania Department of State for LLCs and corporations. Sole proprietors operating under their legal name may instead file a fictitious name (DBA) registration if they brand under a business name. As of 2025, Pennsylvania also requires an Annual Report [DSCB:15-146] filed each year at file.dos.pa.gov — $7 for business corporations, LLCs, LPs and LLPs, and $0 for nonprofit corporations.
