Required for any vendor selling taxable goods or services in Oklahoma. Register with the Oklahoma Tax Commission online through OkTAP. Oklahoma levies 4.5% state sales tax; cities and counties add their own local rates on top, so the combined rate depends on the delivery address — look it up on the OTC rate charts rather than assuming a statewide maximum.

The Oklahoma Secretary of State appoints and commissions notaries public for a four-year term. An applicant must be at least 18, a U.S. citizen, able to read and write English, and a resident of or employed in Oklahoma, with no felony conviction. Oklahoma requires no notary exam or training course. After the commission issues, the notary must obtain a seal and a $10,000 surety bond and file the bond, oath of office, loyalty oath, official signature and seal impression with the Secretary of State.

City of Oklahoma City — Business Licensing (category-specific; no general business license)
Oklahoma City does not require a general business license and has no 'Business Development Department.' The Business Licensing division (Development Services) licenses only an enumerated list of categories: advertising, airport/heliport, amusement, auction sales, beverage bottling, charitable solicitation, coin-operated devices, commercial vehicle parking, day care and day camp, dry cleaning, employment agency, food service establishment, hotel/motel, kennel, massage establishment, mobile home park, outdoor sellers, pawnbroker, used auto dealer, used merchandise, and vehicle food and frozen dessert sales.
