    HVAC work in New Jersey must be performed by or under a licensed Master HVACR Contractor. The license is issued by the State Board of Examiners of Heating, Ventilating, Air Conditioning and Refrigeration Contractors within the Division of Consumer Affairs — not the Department of Labor, and not the Home Improvement Contractor (HIC) registry, which is a separate consumer-protection registration that does not authorize HVACR contracting. You must be at least 21, satisfy the education and experience route (a formal U.S. Department of Labor apprenticeship, or a qualifying bachelor's degree) plus one journeyman year in the trade documented by W-2s, and pass the Board examination. Applications are filed online only. To run an HVACR business you must also carry a $3,000 surety bond and a $500,000 general liability certificate, and you must still pull municipal permits and inspections under the Uniform Construction Code. Technicians handling refrigerants separately need federal EPA Section 608 certification.
