2 stops
  1. New Jersey Business Registration

Event planning businesses formed as a corporation, LLC, LP or LLP must file a Certificate of Formation/Authorization with the New Jersey Division of Revenue and Enterprise Services, then file the tax/employer registration form NJ-REG. Sole proprietors and general partnerships file only NJ-REG; a sole proprietor using a trade name registers it with the county clerk, not the State. An LLC provides personal liability protection, which matters when coordinating large events.

    Official government source

$100 Certificate of Formation for all for-profit entities and foreign non-profit corporations; $50 for domestic non-profit corporations; Form NJ-REG is freeFiled, paid and submitted online in one session; the Division publishes no processing time

  2. New Jersey Sales Tax Permit (if applicable)

New Jersey taxes only the services specifically enumerated in the Sales and Use Tax Act, and event planning coordination is not among them. If you sell or rent taxable tangible goods - decorations, supplies, florals, linens, tables and chairs - you must collect the 6.625% state sales tax on those items. Register by filing the Business Registration Application (Form NJ-REG) with the Division of Revenue and Enterprise Services; indicate that you will collect sales tax and the Division issues a New Jersey Certificate of Authority (Form CA-1). New Jersey has no additional local sales tax.

City of Newark / Essex County

3 stops
  1. Newark Business Licensing — Event Planning Is Not a Licensed Category

Newark does not issue a general business license covering all businesses. The city's Online Business Portal licenses only specific enumerated trades — arcades, auctioneers, bakeries, building contractors, dance halls, dry cleaners, eateries, food caterers, florists, junk shops, laundries, pet shops, public garages, restaurants, retail, theaters, tire shops, used car lots and similar — and event planning is not among them. Two things may still apply: a Special Event, Film, and Photography Permit if you use Newark public space for an event, and the zoning code's home occupation standards (Newark Zoning and Land Use Regulations §41:4-6-8) if you coordinate events from a Newark home.

    Official government source

$0 — there is no general Newark business license to buy. You pay only if a listed trade license or a Special Event permit actually applies to what you do.Nothing to apply for as a general license. Newark's Online Business Portal shows requirements, fees and application status for the specific licenses the city does issue (license hotline 973-877-9415).

  2. Newark Special Event, Film, and Photography Permit (events on City property)

Any organized activity taking place wholly or partly on City of Newark property and requiring City services needs a Special Event permit, applied for through the City's Special Events, Film & Tourism portal. Block parties — resident-, faith-based- or non-profit-organized social events on a residential street or sidewalk — must be applied for at least 21 days before the event start date; commercial-style street events are classified as Festivals instead. As the event planner you may be the applicant on the client's behalf. Securing City parks, fields and facilities runs separately through the Department of Recreation, Cultural Affairs and Senior Services (973-733-5373); special-event questions go to the Office of Special Events at 973-733-3646 or [email protected].

    Official government source

Fees are not published on the portal; confirm the current schedule with the Office of Special Events (973-733-3646) before bookingAt least 21 days before the event for block parties; no minimum lead time is published for other special events, so apply as early as possible

  3. Essex County Temporary Use / Special Event Permit — does not exist

New Jersey has no unincorporated territory; every acre of Essex County lies within one of its incorporated municipalities, and Essex County operates no general Temporary Use or Special Event Permit program for private property. Large outdoor events are regulated by the host municipality (in Newark, through its special event and zoning processes). An exception is an event held on county-owned property such as an Essex County park, which is arranged with the County Department of Parks, Recreation and Cultural Affairs.
