    Event planning coordination services are professional services and are not on Nebraska's list of taxable services, so coordination fees alone generally do not require a sales tax permit. You do need one if you sell tangible goods — event supplies, decorations, rentals you resell, floral arrangements or similar items. The City Treasurer administers occupation taxes on a closed list of categories only: car rental (4%), hotel/motel (4%), restaurant and bar (2%), short-term rental (4%), telecommunications (4%), and two Enhanced Employment Area districts (Gateway-Shops at Lincoln 0.5%, SouthPointe Pavilions 1%). Event planning is not among them. If you coordinate events from a home office, follow the home occupation standards in Lincoln's zoning ordinance (Title 27) — there is no separate home occupation permit either. Individual events you run in city parks, streets or plazas need their own event permits from the City Clerk, and those are separate from any business license question.

    Events using Lincoln's public parks, streets, plazas or other public venues require a Special Event Permit from the Lincoln City Clerk's Office (555 S. 10th Street, Lincoln NE 68508), governed by Lincoln Municipal Code Chapter 14.32. The application must be complete with every attachment or it is returned as incomplete. Required attachments are a $5,000 bond for use of public space from a corporate surety licensed in Nebraska (original), a certificate of liability insurance, a detailed site plan showing tents, activities, portable toilets, gates, cooking equipment and fences with approximate square footage, and a signed and witnessed hold harmless agreement. Live music requires I-1, I-2, B-4 or B-5 zoning. Several add-on permits may apply, each with its own fee.

Apply at least 3 weeks before the event with a route map and proof of insurance. Events inside Lincoln or another city/village need that city's permit instead.
