To become a Notary Public in North Dakota you apply to the Secretary of State through the FirstStop portal. North Dakota requires no exam and no training course. You must be at least 18, a U.S. citizen or permanent legal resident, able to read and write English, and a North Dakota resident (or work in the state, or live in a bordering county with reciprocity). The application must be accompanied by a $7,500 notary bond on form SFN 19355, obtained from an insurance company of your choice and covering the full commission term. A commission runs four years.

The city states: "The City does not require business licenses for every type of commerce; however, the Fargo Municipal Code does require a City license for the businesses listed below." The licensed categories are specific trades and regulated businesses — excavator, sidewalk builder, house mover, re-roofing, sign hanger, master plumber, master and journeyman heating contractor, commercial hauler, pawn broker, second hand dealer, transportation vehicles, alcohol sellers, mobile home communities and forestry.
