1. Maine Fuel Board - Oil and Solid Fuel Burner Technician License

   Maine licenses fuel technicians individually through the Maine Fuel Board (Office of Professional and Occupational Regulation) - not the Plumbers' Examining Board - and there is no separate 'HVAC contractor' licence. A Journeyman Oil Burner and/or Solid Fuel Technician installs and services oil- or solid-fuel-burning equipment under a Master's indirect supervision; a Master may run the business. Propane and natural gas work requires a Propane and Natural Gas Technician licence. Federal EPA Section 608 certification is separately required to handle refrigerants, and pure air-conditioning and ductwork are not covered by any Maine state licence.

2. City of Portland Business License (specific regulated activities only)

   Portland does not require a business licence of every business. The City's Business License Administrator (207-874-8557, [email protected]) issues licences only for specific regulated categories: food service and liquor establishments, breweries and distilleries, food trucks and pushcarts, temporary events and catering, flea markets and second-hand dealers, marijuana businesses, massage therapists and establishments, taxi/livery/tour vehicles and valet parking, farmers market vendors, fire permits, scrap metal recycling and transient sellers. If your business is not in one of those categories, no City of Portland business licence is required. Where one does apply, most types need Zoning, Health, Code Enforcement, Fire, Police (SBI background check) and Treasury approvals first, and outstanding taxes or sewer fees will block issuance.

   A mechanical permit must be obtained from the City of Portland Permitting & Inspections Department for each HVAC installation or major repair, and an inspection is required on completion. Cumberland County has no permitting role.
