Maine taxes sales of tangible personal property and a short statutory list of services. Event planning and coordination labour is not on that list, so the planning service itself is not taxable. You still register with Maine Revenue Services for a sales tax account if you resell taxable goods such as decorations, favours, floral arrangements or rented equipment, and you owe use tax on supplies bought untaxed for your own use. The general rate is 5.5 percent, with prepared food at 8 percent and lodging at 9 percent where a package includes them.

Events held on Portland streets, sidewalks, parks or other public space need a permit from the City of Portland - Permitting and Inspections together with Parks, Recreation and Facilities.
