Massachusetts does not license individual pet sitters or dog walkers, and there is no state permit for visiting clients' homes to feed, walk or care for their animals. The line that matters is boarding. Under M.G.L. c.140 s.136A a 'commercial boarding or training kennel' is an establishment used for boarding, holding, day care, overnight stays or training of animals that are not the owner's, for consideration and in the owner's absence — which means taking client dogs into your own home overnight, as a business, puts you inside the definition. The same section excludes an individual who boards or cares for others' animals temporarily and not in the normal course of business, and excludes a grooming-only facility with no overnight boarding. Where a kennel licence is needed, s.137A puts it with the city or town licensing authority, not the board of health: the authority sets the licence period and fee, and cannot issue or renew until an animal control officer has inspected the kennel. The Department of Agricultural Resources sets standards and registers animal rescue organisations, but does not license pet sitters. In Springfield, direct kennel licence questions to the city clerk's office and the animal control officer rather than the board of health.
