Kentucky Sales and Use Tax Registration
Kentucky's 6% sales tax applies to retail sales of tangible personal property and to the specific services enumerated in KRS 139.200. No Louisville Chemical Use Registration — MSD Hazardous Materials Plan Instead
There is no Jefferson County Environmental Health department and no chemical-use registration for mobile detailers. City and county health functions are the Louisville Metro Department of Public Health and Wellness, whose environmental programs cover food safety, public facilities, mosquito and rabies control, lead poisoning prevention and construction plan review — not chemical registration. Neither LMCO Chapter 96 on health regulations nor the Title XI business regulation chapters create one. What does exist is the Louisville/Jefferson County Hazardous Materials Ordinance, LMCO Chapter 95, administered by MSD, which requires a Hazardous Material Use and Spill Prevention Control plan from a business site holding 56 gallons or more of petroleum products, a listed material at or above its Appendix A reportable quantity, or 100 pounds or more of any unlisted corrosive, explosive, ignitable, reactive or radioactive material. A typical mobile detailer carrying consumer-quantity degreasers falls under those thresholds and is exempt, though MSD may ask for a Request for Exemption. Spill reporting applies at any quantity if a release reaches a sewer or stream — call 911, with fines up to $5,000 for failing to notify. Separately, MSD's discharge regulations flatly prohibit commercial vehicle wash water from entering a storm drain, and the federal Hazard Communication Standard at 29 CFR 1910.1200 requires a safety data sheet for each hazardous chemical used.

Louisville Home Occupation Rules (if operating from a residence)
Louisville allows home occupations as an accessory use in residential zones when conducted by the resident and subordinate to the residential use. A home occupation licence, administered by Planning and Design Services, is required only where the business serves customers, clients, or pupils on site or has one or more non-resident employees — a mobile car wash that visits customers generally needs neither.
