  1. EIN (Employer Identification Number)

Required if operating as a business entity (LLC, corporation) or if you have employees. Free from the IRS. Sole proprietors without employees may use their SSN but an EIN is recommended for privacy.

  2. NIPR — National Insurance Producer Registry

  1. Illinois Department of Insurance - Resident Insurance Producer License

To sell, solicit or negotiate insurance in Illinois you must hold a resident insurance producer license from the Illinois Department of Insurance. Complete 20 hours of pre-licensing education for each line of authority, of which 7.5 hours must be in a classroom setting (Motor Vehicle requires 12.5 hours total with 5 in classroom). Pass the General and State examinations administered by Pearson VUE, wait five days after passing, then apply online through the National Insurance Producer Registry (NIPR). Licenses run on a two-year cycle expiring on the last day of your birth month, and the NIPR fee is prorated to that date. Renewal requires 24 hours of continuing education, 3 of which must be classroom or webinar ethics, completed at least 10 business days before the renewal date.

    Official government source

$92 per Pearson VUE examination (ordering the General and State exams together earns a $92 discount) plus a $215 resident producer license fee for the two-year term. Pre-licensing course tuition is charged by private approved education providers.Roughly 4-8 weeks end to end: pre-licensing coursework, then the exams, then a five-day wait before filing the NIPR application

  2. Illinois — Insurance Agency / Business Entity License

If operating as an agency (LLC, corporation, or partnership) rather than a sole proprietor, the business entity itself must obtain a separate Business Entity insurance license from Illinois Department of Insurance. At least one officer or partner must hold an active individual producer license. Required for agencies that employ licensed producers.

    Official government source

$150 (Business Entity producer license application fee, per 215 ILCS 5/500-135(a)(3))2–4 weeks

  3. Errors & Omissions (E&O) Insurance for Insurance Producers (not state-required)

Illinois does not require a resident insurance producer to carry errors and omissions coverage as a condition of licensure -- the Department of Insurance imposes no E&O requirement in its producer licensing rules. In practice most carriers and agency appointment contracts require it before you can write business, and appointing companies commonly specify a minimum per-claim limit. E&O responds to claims arising from a mistake or omission in professional services, which a general liability policy does not cover.

    Official government source

No government fee. Premiums are set by private insurers and vary with the lines you sell, your revenue and the limits your carriers require; there is no published rate.Bound before you begin writing business; quotes and binding are usually same-day

  4. Illinois Sales Tax / Business Tax Registration (IDOR)

Insurance premiums are not subject to Illinois sales tax, since Illinois taxes sales of tangible personal property rather than services. If your agency also sells tangible goods, register with the Illinois Department of Revenue through MyTax Illinois to collect Retailers' Occupation Tax on those sales; the combined Chicago rate is 10.50%, effective August 1, 2026. Registration is also required if you withhold Illinois income tax for employees.

  1. Chicago Limited/Regulated Business License

Businesses operating within Chicago from a physical office may need a BACP business license (Limited or Regulated Business License), renewed every 2 years; the fee is a flat amount per license type, not based on gross revenues. Insurance agencies licensed by IDFPR may qualify for an exemption from Chicago business licensing similar to other IDFPR-regulated professions — confirm current exemption status directly with BACP. Home-based agencies would need BACP's Home Based Business (Home Occupation) license instead.
