3 stopsIowa Plumbing & Mechanical Systems Board (DIAL) - HVAC/Mechanical Contractor License
An HVAC contractor doing mechanical work in Iowa holds a Contractor License from the Plumbing & Mechanical Systems Board, which sits inside the Department of Inspections, Appeals & Licensing (DIAL) after the 2023 consolidation - there is no longer a separate Division of Labor. The contractor license must be paired with a contractor registration, and the business needs a licensed master on staff. EPA Section 608 certification is a separate federal requirement for anyone handling refrigerant.

No General Business License Required in Cedar Rapids
Cedar Rapids Development Services does not issue an annual business license. Development Services and Building Services handle zoning, building and trade permits, and Certificates of Occupancy — required when you build, remodel, or change the use of a space, not as a recurring license. The City Clerk licenses only narrow categories: alcohol and tobacco, transportation, vendors, after-hours businesses, business close-out sales, and pawnbrokers. Otherwise your obligations are your state trade license (for example cosmetology or contractor registration) and a Certificate of Occupancy if you take over or change commercial space.

Cedar Rapids Mechanical Permit (per project)
Cedar Rapids issues its own trade permits locally through the Building & Trades division of Building Services, not through Development Services, which handles zoning. Each HVAC installation or major repair needs its own mechanical permit, and a mechanical permit may only be issued to someone holding a valid State of Iowa contractor's license, or to a homeowner with a homestead exemption on their own single-family dwelling. Inspections are required and can be scheduled through the Customer Self Service portal.
