   Hawaii has no sales tax. Instead the state levies a General Excise Tax on the gross income of the business itself, and unlike a sales tax it reaches services, commissions and rent as well as goods. Every business must register for a GET licence with the Department of Taxation on Form BB-1 before doing business.    HVAC contractors in Hawaii must hold a C-52 Ventilating and Air Conditioning Contractor license from the Hawaii Contractors License Board (DCCA/PVL). A qualifying individual with four years of supervisory experience must pass the Business & Law and trade examinations, and EPA Section 608 certification is required for handling refrigerants.

3. Honolulu Department of Planning and Permitting — Mechanical Permit (per project)

   Kailua is served by the Department of Planning and Permitting like the rest of Oahu — there is no Kailua building department and no separate "Honolulu County" one. A mechanical permit is pulled from DPP for each HVAC installation or major repair, with an inspection when the work is finished. Permits must be pulled by a contractor holding the C-52 classification for air conditioning, ventilating and heating work.
