Stormwater Discharge Compliance (DOH Clean Water Branch)
Mobile car wash water carries detergents, surfactants, oils and road grime, and Hawaii's water pollution rules under HAR 11-55, consistent with the federal Clean Water Act, prohibit letting it reach a storm drain, gutter or waterway. Capture runoff with a containment mat and recover it with a wet/dry vacuum or pump, or route it to a sanitary sewer inlet. Honolulu Storm Water Quality Division — Storm Water Compliance
Honolulu prohibits letting mobile car wash water into a storm drain, gutter or waterway. The storm drain system is run by the Storm Water Quality Division, which sits in the city's Department of Facility Maintenance rather than the Department of Environmental Services. Compliance means capturing runoff with a containment mat or berm, vacuuming it up, and disposing of it at a sanitary sewer access point or through a licensed liquid waste hauler.
