1. Hawaii Department of Taxation — General Excise Tax (GET) License

   Hawaii has no sales tax. Instead the state levies a General Excise Tax on the gross income of the business itself, and unlike a sales tax it reaches services, commissions and rent as well as goods. Every business must register for a GET licence with the Department of Taxation on Form BB-1 before doing business. The rate is 4% statewide, rising to 4.5% on Oahu because of the 0.5% county surcharge, and it is owed on gross income whether or not it is passed on to the customer.

1. Hawaii Contractors License Board — HVAC Contractor License (C-52)

   HVAC contractors in Hawaii must hold a C-52 Ventilating and Air Conditioning Contractor license from the Hawaii Contractors License Board (DCCA/PVL). A qualifying individual with four years of supervisory experience must pass the Business & Law and trade examinations, and EPA Section 608 certification is required for handling refrigerants.

What a business does need is the statewide General Excise Tax licence from the Department of Taxation on Form BB-1, plus any activity-specific approvals such as building or zoning permits from the Department of Planning and Permitting.

3. Honolulu Department of Planning and Permitting — Mechanical Permit (per project)

   A mechanical permit is pulled from the Department of Planning and Permitting for each HVAC installation or major repair on Oahu, and an inspection is required when the work is finished. There is no separate "Honolulu County" building department — DPP serves the whole island. Permits must be pulled by a contractor holding the appropriate state licence, which for HVAC work is the C-52 classification.
