City of Orlando Business Tax Receipt

Businesses located within Orlando city limits must obtain a City of Orlando Business Tax Receipt from the City's Permitting Services Division. For tattoo establishments, a Certificate of Use is also required to confirm the location's zoning is appropriate. The Business Tax Receipt must be obtained before applying for the Orange County receipt. Apply through the City of Orlando's permitting portal.

Orange County Business Tax Receipt

After obtaining the City of Orlando Business Tax Receipt, a separate Orange County Business Tax Receipt from the Orange County Tax Collector is required. All Business Tax Receipts expire September 30 annually. Invoices are mailed July 1. Contact the Orange County Tax Collector at 407-434-0312.

Florida DOH Tattoo Establishment License

All tattoo establishments in Florida must be licensed by the Florida Department of Health (FL DOH) under Florida Statutes §§ 381.00771–381.00791 and Chapter 64E-28 of the Florida Administrative Code. The license requires a completed application, a facility inspection by the county health department (Orange County Health Department for Orlando), and registration of the business name with the Florida Department of State. Initial licensure fee is $200; biennial renewal is $200.

Florida DOH Tattoo Artist License (Individual — per artist)

Each individual tattoo artist must hold a personal Tattoo Artist License from the Florida Department of Health. Application fee is $60 per artist; the county health department may charge an additional fee.
