All businesses operating in Orange County must obtain a Business Tax Receipt (formerly Occupational License) from the Orange County Tax Collector. Mobile pet groomers are classified under the personal services/pet services category. The receipt must be renewed annually. If your business address is within Orlando city limits, you will also need a City of Orlando Business Tax Receipt (see below). Contact the Orange County Tax Collector at 407-836-5650.
City of Orlando Business Tax Receipt
If you operate your mobile grooming business within the City of Orlando city limits (not just unincorporated Orange County), you must also obtain a City of Orlando Business Tax Receipt from the City of Orlando Permitting Services. Contact City of Orlando Permitting at 407-246-2271.
Vehicle Registration — Commercial Use
Your mobile grooming van must be registered with the Florida Department of Highway Safety and Motor Vehicles (FLHSMV). Commercial vehicles used for business purposes must carry appropriate commercial auto insurance. Registration must be renewed annually.

Florida does not require a state-level license for pet groomers or mobile pet groomers. The Florida Department of Agriculture and Consumer Services (FDACS) regulates pet dealers and boarding facilities but not grooming services. Professional certifications (NDGAA, IPG) are voluntary but recommended for client credibility.
Florida Department of State — Business Entity Registration
If operating as an LLC or corporation (rather than a sole proprietorship), you must register with the Florida Department of State, Division of Corporations. Sole proprietors operating under a trade name must file a fictitious name registration instead.
Florida Sales and Use Tax Registration
