All businesses operating within Orlando city limits must obtain a Business Tax Receipt (BTR) from the City of Orlando Permitting Services. Massage establishments must show proof of state DBPR establishment license and all therapist licenses.
Orange County Business Tax Receipt
In addition to the city receipt, Orange County also requires a Business Tax Receipt. Both are required for businesses operating within Orlando city limits.
Florida State Requirements

Florida requires massage therapists to be licensed by the Florida Department of Business and Professional Regulation (DBPR). Requirements include 500 hours of approved education from a Florida-licensed school, passing the MBLEx or Florida State Massage Therapy Exam, CPR certification, and an HIV/AIDS awareness course. Licenses are renewable every two years.
