EPA Stormwater Compliance — Clean Water Act Section 402
Mobile car wash operations that discharge wash water are subject to the federal Clean Water Act. The EPA's National Pollutant Discharge Elimination System (NPDES) prohibits discharge of polluted wash water to storm drains or waterways without a permit. Most mobile operators achieve compliance by using containment systems and disposing of water via sanitary sewer. Larger operations (e.g., fleet washing facilities) may require an NPDES permit.

3 stopsConnecticut Business Registration (Secretary of the State) and trade name certificate
A mobile car wash or auto detailing business organised as an LLC, corporation or partnership registers with the Connecticut Secretary of the State through business.ct.gov; for an LLC the filing is a certificate of organization naming the company, its principal office, a registered agent, at least one manager or member, an email address and a NAICS code. A sole proprietor - or any business - trading under a name other than the owner's own legal name must additionally file a trade name certificate with the TOWN CLERK where the business is principally transacted under CGS Sec. 35-1a; Connecticut abolished county government in 1960, so there is no county or state trade name filing office. The certificate must be acknowledged before an officer qualified to administer oaths and is valid for five years. An LLC is worth considering given the on-site property-damage exposure of mobile washing.
Official government source$120 to file an LLC certificate of organization and $80 for each annual report (CGS Sec. 34-243u); $20 for a trade name application, renewal, amendment or cancellation at the town clerk (CGS Sec. 7-34a)Secretary of the State filings are submitted online through business.ct.gov; the town clerk issues the trade name certificate on acceptance of the application and it then runs five years (CGS Sec. 35-1a(d))

Connecticut DEEP stormwater compliance for mobile car washing
Connecticut's environmental regulator is the Department of Energy and Environmental Protection (DEEP); there is no 'Connecticut Department of Environmental Quality'. Wash water from mobile car washing carries detergents, surfactants, oils and road grime and may not be discharged to storm drains, street gutters or waterways. DEEP issues stormwater general permits for industrial, construction, commercial and municipal (MS4) sites, but none of them is a registration for a mobile car wash operator - compliance is achieved operationally, by using a containment mat or berm, recovering the wash water with a wet vacuum or pump, and disposing of it to a sanitary sewer connection with the local sewer authority's approval. DEEP publishes charitable car wash guidance describing the same practice.
Official government sourceNo fee - DEEP has no registration or permit for mobile car wash operators; compliance is a discharge prohibition, not a licenceNot applicable - there is no application to file; the containment and disposal practices must simply be in place before you operate

4 stopsNo general business license for a Stamford mobile car wash
Connecticut has no statewide general business license, and Stamford does not issue a blanket municipal business license for mobile car wash or detailing operators. File a trade name certificate with the Stamford Town Clerk if you work under a business name, register with DRS for sales and use tax (car washing and detailing are taxable services in Connecticut), and confirm zoning if you store the vehicle and supplies at home.

Stormwater discharge compliance for mobile car washing (Stamford)
Stamford is covered by CT DEEP's MS4 general permit and, like every regulated Connecticut municipality, must prohibit illicit non-stormwater discharges to its storm drain system; car wash wastewater carrying detergents, oils and road grime is exactly such a discharge. Mobile operators are expected to capture and contain runoff using a portable berm or wash mat, vacuum or pump the collected water, and dispose of it to the sanitary sewer or another approved receiving point rather than to a storm drain, gutter or waterway. Stamford's Stormwater Management division administers the local programme. This is an ongoing operating requirement enforced by the city and DEEP - there is no permit application, registration number or certificate issued to a mobile car wash for it.
Official government sourceNo fee - this is a discharge prohibition, not a permit or registration; costs are for containment equipment and lawful wastewater disposalApplies continuously from the first job onward; there is no application to file and no waiting period

Hazardous materials and SDS compliance for mobile detailing (Stamford)
There is no Fairfield County Environmental Health department and no county chemical use registration - Connecticut abolished county government in 1960, and neither the state nor Stamford operates a chemical registry for mobile detailers. What does apply is ordinary hazardous materials compliance: maintain a Safety Data Sheet for every cleaning agent, degreaser and solvent used and make them available to employees under the federal Hazard Communication Standard; store and dispose of solvent and degreaser wastes in line with CT DEEP hazardous waste rules rather than pouring them out or putting them in the trash; observe the local fire marshal's limits on quantities of flammable and combustible liquids stored at the premises or on the vehicle; and keep all wash water out of storm drains.

Stamford zoning compliance for a home-based mobile car wash
Stamford's zoning regulations treat a home-based business as an accessory use of the dwelling, with limits on employees, signage, outdoor storage and commercial vehicles. Storing a mobile car wash vehicle, equipment and cleaning chemicals at a residence has to fit within those limits, so confirm the use with the Land Use Bureau (planning and zoning) before operating from home.
