   Connecticut requires a state license to engage in the business of grooming dogs or to maintain a grooming facility (CGS Sec. 22-344(c)), which covers mobile groomers as well as fixed shops. The Department of Agriculture charges $200 and the license runs until the second December 31 after issuance; on a first application the zoning enforcement official of the municipality where the operation is based must certify conformance with local zoning. There is no New Haven County animal services agency - Connecticut abolished county government in 1960 - though city zoning rules still apply to vehicle-based operations.
