SDCL 36-14-13 requires an applicant to be at least eighteen, submit an application, and complete 1,500 hours of education or equivalent credit hours at a board-approved barber school; SDCL 36-14-17 requires that course to run at least nine months. Applicants then pass the written theory examination (content developed by the National Interstate Council of Cosmetology Boards) and the practical examination, with a qualifying score of 75 percent or greater. A cosmetologist is not licensed to work in a barbershop.

   Rapid City does not require a general business license. The city's own licensing page states that the Finance Office requires a business license only for these types: Adult Oriented Business, Central Station Service, Ice Cream Vendor, Pawn / Precious Metals and Gems / Second Hand, Refuse Hauling, Security, Sidewalk Vending, Taxi, Transportation Network, or Alcohol Related Business/Event (Finance Office, 605-394-4143).
