State of Michigan

3 stops
  1. Michigan LARA — Business Entity Registration

There is no state fitness-studio license; register your business entity and obtain local permits. File Articles of Organization (LLC, form CSCL/CD 700) or Articles of Incorporation (corporation, form CSCL/CD 500) with LARA's Corporations, Securities & Commercial Licensing Bureau — not with the Attorney General, which has no business-registration role. Register separately with the Michigan Department of Treasury for any applicable business taxes.

    Official government source

$50 flat for LLC Articles of Organization (form CSCL/CD 700, rev. 07/25); corporations pay a $10 nonrefundable fee plus a share-based organization fee starting at $50 for 1-60,000 authorized shares, i.e. a $60 minimum (form CSCL/CD 500, rev. 07/25). Fees are waived for qualifying veterans.LARA publishes no standard processing time; optional expedited service is $50 for 24-hour handling of formation documents, $100 same-day, $500 two-hour, $1,000 one-hour (in addition to the filing fee)

  2. Michigan - Sales Tax / Business Tax Registration

Fitness memberships and instruction are generally not subject to Michigan sales tax - Michigan taxes retail sales of tangible personal property and only the services enumerated in MCL 205.93a (telecommunications, transient lodging, certain textile laundering). If the studio sells tangible goods (merchandise, bottled drinks, protein shakes), register with the Michigan Department of Treasury for a sales tax license and collect the 6% state sales tax on those sales. Michigan does not allow local sales taxes.

Free - no fee to register for a Michigan sales tax licenseImmediate to 1 week (online via Michigan Treasury Online)

  3. Michigan — No State Licence for Personal Trainers or Group Fitness Instructors

Michigan does not license or certify personal trainers or group fitness instructors. LARA's Bureau of Professional Licensing publishes the complete list of occupational professions it regulates under the Michigan Occupational Code — accountancy, appraisal management companies, real estate appraisers, architects, barbers, collection agencies, cosmetology, professional engineers, hearing aid dealers, landscape architects, personnel agencies, real estate brokers/salespersons, and professional surveyors — and fitness instruction is not among them, nor is it a health profession licensed under the Public Health Code. Certification is therefore a private, voluntary credential: studios and insurers commonly require staff to hold a certification from a nationally accredited body (for example NASM, ACE, ACSM, ISSA, or NSCA) and to maintain current CPR/AED certification, but these are business and insurance requirements set by the studio and its carrier, not state requirements. Requirements, recertification periods, and continuing education are set by each certifying organization.

    Official government source

Michigan charges nothing because it issues no such licence. Certification and exam pricing is set independently by each private certifying organization and by CPR/AED training providers, and changes over time — check the current price directly with the organization you choose rather than relying on a published range. No state application or processing period exists. Preparation and exam scheduling are governed entirely by the certifying organization's own programme, and vary widely by provider and by how the candidate studies.

City of Detroit / Wayne County

3 stops
  1. Detroit — Business / Occupational License

The City of Detroit does not require a general business or occupational license for fitness studios. BSEED (Buildings, Safety Engineering and Environmental Department) licenses only specific enumerated categories (vendors, lodging, amusement venues, consumer services, gas stations, second-hand dealers) — fitness studios are not among them. A Certificate of Occupancy from BSEED is still required for the commercial space before opening.

    Official government source

  2. Detroit — Building Permit & Certificate of Occupancy

If you are building out, renovating, or changing the use of a commercial space for your fitness studio in Detroit, the permits come from Detroit BSEED — not Wayne County. Michigan land is fully organized into cities, villages, and townships, and the City of Detroit is the enforcing agency for the Michigan Building Code within its limits. Expect building, electrical, mechanical, and plumbing permits with plan review, inspections, and a Certificate of Occupancy before opening.

    Official government source

BSEED Fee Schedule eff. 1/1/2024, mod. 7/18/2025.Varies with scope, plan review, and inspection scheduling; BSEED publishes no guaranteed turnaround (needs_review)

  3. Detroit Fire Marshal - Assembly Occupancy Inspection

Fitness studios that allow public assembly must comply with fire safety codes. The Detroit Fire Department's Fire Marshal Division conducts an inspection verifying occupancy limits, emergency exits, fire extinguishers, sprinkler systems, and egress paths before the space may open. Coordinate with BSEED, which issues the certificate of occupancy.
