   A fitness studio is an assembly occupancy, so before opening you need a Certificate of Occupancy from the City of Portland Permitting & Inspections Department confirming the space meets building, fire and life safety code for that use. Cumberland County has no building or occupancy permitting role. Any renovation also requires a building permit and, where applicable, delegated review of a State Fire Marshal construction permit.
