1. Illinois - No State License Required to Tutor Privately

   Illinois does not issue a license or certification for private tutors. The Illinois State Board of Education licenses educators who teach or supervise in Illinois public schools -- the Professional Educator License, substitute and paraprofessional credentials -- and none of those is required to tutor privately. Tutoring also does not appear on IDFPR's list of licensed professions. That means no occupational credential is needed, but the ordinary business obligations still apply: entity registration, taxes, and any local requirements where you operate.

1. Chicago Business License for Tutoring (Home Occupation or Children's Services Facility)

   A City of Chicago business license is required to operate a business out of your home, so tutoring is not exempt. Which license you need depends on who you teach. BACP classifies after-school programs and tutoring of children under 18 under the Children's Services Facility license, and its Home Based Business rules expressly bar anything requiring that license from being licensed as a home occupation -- so tutoring minors must be done from a commercial location, not your residence. Adult tutoring from home can be licensed as a Home Occupation, which requires zoning approval, allows no exterior signage, and caps activity at two patrons in the home at any one time and ten in any 24-hour period.
