No Iowa Health Club Registration
Iowa has no state health club or fitness membership registration. The Attorney General's Consumer Protection Division administers only four business registrations — Iowa Consumer Credit Code annual registrations, charitable trust registrations, professional fundraiser registrations, and membership campground registrations — none of which cover fitness studios. Iowa's general consumer protection law still applies to how you advertise and write membership contracts.

2 stopsNo Des Moines General Business License Required
Des Moines has no general or blanket business license, and the Development Services Department does not issue one. The City Clerk's Office licenses only specific regulated activities - alcohol, tobacco, transient merchants, mobile food vendors, peddlers, pawnbrokers, theaters, coin-operated machines, solid waste haulers and similar categories. Most businesses need nothing from the Clerk. What a commercial tenant does need is a Certificate of Occupancy for the space, issued by the Permit and Development Center, and home-based businesses go through home occupation review with Zoning Enforcement.

Des Moines Certificate of Occupancy - Assembly Use
A fitness studio needs a Certificate of Occupancy carrying the right occupancy classification, issued by the Des Moines Permit and Development Center. The Fire Prevention Bureau takes part through the fire code inspection - exits, suppression and detection, and occupant load - but it does not issue the certificate. Any buildout is permitted and inspected through the same office.
