The certification must come from a programme accredited to the Conference for Food Protection standard (ANSI/ANAB) — DPH's Office of Food Protection publishes the approved provider list, which includes ServSafe, National Registry of Food Safety Professionals, StateFoodSafety, Learn2Serve and others, plus Delaware-based training through University of Delaware Cooperative Extension, Delaware Tech, Delaware State University and the Delaware Restaurant Association. 3. Servicing Area (Commissary) Agreement

   Delaware requires every mobile food establishment to operate in conjunction with an approved servicing area — the Food Establishment Regulation (4458) defines 'commissary' as a servicing area and requires a signed Servicing Area Agreement for mobile food establishments, caterers without premises and limited frozen dessert stands (Food Code 8-305.10(A)). The servicing area is a licensed commercial kitchen used for food preparation, storage, water and waste servicing and cleaning; it must be within the servicing area's jurisdiction, is reviewed during risk-based inspections, and must complement the truck so that the two together meet the Food Code's physical-facility requirements. The signed agreement is submitted to DPH's Office of Food Protection with the mobile food establishment plan review and permit application.
