   Bloodborne pathogen training is a condition of state licensure, not a separate local programme. CGS Sec. 20-266n requires every applicant for a Connecticut Tattoo Technician licence to have successfully completed, within the three years preceding application, a course on prevention of disease transmission and bloodborne pathogens meeting the federal OSHA standard at 29 CFR 1910.1030 and including a proficiency examination, plus current basic first aid certification from the American Red Cross, the American Heart Association or an organisation using their guidelines. It is not renewed annually: at each biennial licence renewal the licensee must complete the course again within the preceding six months, sign an attestation on a DPH-prescribed form, and retain the completion certificate for at least four years, producing it to DPH within 45 days of a request.
