2. Connecticut Health Club License (Department of Consumer Protection)

   Connecticut does regulate fitness businesses that sell memberships. Under CGS Sec. 21a-223 each individual place of business of a health club must obtain a license from the Department of Consumer Protection before selling any health club contract, and 'health club' is defined broadly in CGS Sec. 21a-216 to cover gyms, health studios, weight control studios and martial arts schools. A studio is outside the definition only if buyers can purchase no more than one month of service at a time and it collects no more than one month's payment in advance. Licensing conditions include on-site sanitary facilities, an automatic external defibrillator with a CPR/AED-trained employee on the premises during staffed hours, an equipment and services list, and copies of the contracts used. Contracts may not exceed 24 months and must carry a three-day cancellation notice.

3. City of Hartford Building Permit (tenant improvements)

   Renovating or building out a studio space in Hartford - showers, locker rooms, floor systems, partitions - requires a building permit from the city's Development Services / Licenses & Inspections division, applied for through Hartford's Accela permitting portal. Connecticut abolished county government in 1960, so there is no Hartford County building department.
