  1. Colorado — No State Tutoring License Required

Colorado does not license private tutoring. DORA's Division of Professions and Occupations regulates only the occupational professions on its published list (accountancy, architects/engineers/surveyors, barber and cosmetology, combative sports, electrical, landscape architects, nontransplant tissue banks, outfitters, passenger tramway, plumbing and radon) — tutoring is not among them. A sole proprietor does not register with the Colorado Secretary of State, though one trading under a name other than the owner's own must file a Statutory Trade Name; LLCs, corporations and partnerships do file with the Secretary of State. Aurora separately requires its citywide business license.

    Official government source

$0 — no state tutoring license exists. Optional entity filings are $50 (Articles of Organization) or $20 (Trade Name Statement). Not applicable; Secretary of State filings, where used, are processed immediately online.

  2. Colorado Sales Tax License and Aurora Business License

Tutoring is a service, and Colorado does not tax services, so tuition is not subject to sales tax. If you sell workbooks, books or supplies to students, those are tangible goods and are taxable, and you need a Colorado sales tax license from the Department of Revenue. Aurora is a home-rule city that collects its own sales tax and separately requires every person conducting business in the city — service businesses included — to hold an Aurora business license.

    Official government source

Aurora business license: $19 application fee plus $28 license fee, covering two years. Colorado state sales tax license, only if you sell goods: $16 January–June of an even year, $12 July–December of an even year, $8 January–June of an odd year, $4 July–December of an odd year, plus a one-time refundable $50 deposit for a new account.Immediate — the state license issues on submission through MyBizColorado; the Aurora license is applied for through the city licensing portal

City of Aurora / Arapahoe County

  1. Aurora Business License

Aurora requires any person - sole proprietor, partnership, LLC, corporation or non-profit - conducting business activities in the city or having employees in the city to hold an Aurora business license, with a separate license for each location. It is issued by the city, not by a county. The license also establishes the business's sales, use, Occupational Privilege and lodger's tax filing roles. A tutor working from home is a home occupation and needs the same business license (Aurora has no separate home occupation permit), subject to the supplemental regulations in Building and Zoning Code Sec. 146-3.3.J: only residents of the dwelling may perform the work, there can be no external evidence of the business, and personal services are limited to one pupil or client at a time. Aurora also treats schools as Live/Work uses regulated separately rather than as home occupations.

    Official government source

$19 application fee plus a $28 initial/renewal license fee, covering a two-year period from the date of issuance (a change of ownership requires a new application and a $43 fee; paper applications add a $20 processing fee)Applications are submitted and paid entirely through the city's online Licensing Portal; Aurora does not publish a processing-time standard.

  2. Aurora — No Separate Home Occupation Permit (business license plus zoning compliance)

Aurora does not issue a stand-alone home occupation permit. Tutoring from home is a 'home occupation' — a secondary use inside a residential dwelling — and requires the same citywide Aurora business license as any other business, plus compliance with the supplemental regulations in Building and Zoning Code Section 146-3.3.J: the activity must be incidental and secondary to the dwelling's residential purpose, only residents of the dwelling may be engaged in it, it must create no noise, dust, vibration, smell, glare or other nuisance, and it must not generate traffic beyond what is normal for the neighbourhood. Day care, health clinics, kennels and schools are excluded from home-occupation status and are regulated separately.

    Official government source

$19 application fee plus $28 license fee for the two-year Aurora business license; there is no additional home occupation permit fee.Applied for electronically through Aurora's licensing portal; the license covers two years from the date of issuance.
