All tattoo studios in San Diego County (including incorporated areas where the county is the local enforcement agency) must obtain a Public Health Permit from the San Diego County Department of Environmental Health and Quality (DEHQ), Food, Water, and Housing Division. The annual permit fee is set in San Diego County Code Title 6, Division 5, Section 65.107. A plan check is required before opening, and facilities must comply with the California Safe Body Art Act. San Diego County DEHQ — Body Art Practitioner Registration (per artist)
Each individual tattoo artist must register as a Body Art Practitioner with San Diego County DEHQ. Registration requires completion of an approved bloodborne pathogen training course. The registration form and associated fee can be obtained from DEHQ's Body Art Program.
City of San Diego Business Tax Certificate
All businesses operating within the City of San Diego, including tattoo studios, must obtain a Business Tax Certificate from the City Treasurer. The annual fee is based on the number of employees and gross receipts. Zoning confirmation from the City's Development Services Department may also be required to confirm the location is appropriately zoned.

California regulates tattoo studios at the local county level under the California Safe Body Art Act (Health & Safety Code §§ 119300-119328).
