   Tattoo shops in Alaska are licensed by the Board of Barbers and Hairdressers within the Division of Corporations, Business and Professional Licensing (CBPL) — not by the Department of Environmental Conservation. The owner files a Shop Owner License application (form 08-4191), which covers shops performing tattooing, permanent cosmetic coloring, body piercing, hairdressing, barbering, esthetics, or manicuring, and must include a satisfactory sanitary health inspection certificate.
